We are currently seeking candidates for a Senior Contracting Procurement Policy Analyst position based in the Washington, DC / Northern Virginia area to support the National Geospatial-Intelligence Agency’s (NGA) Office of Contract Services.

This position will provide services at NGA facilities. Services will primarily be performed at NGA Washington Campus, Ft. Belvoir, VA, and Chantilly, VA. Travel may be required in support of the NGA mission, including attending or supporting meetings or conferences in the local area and out of state at other NGA locations that include the NGA St. Louis Campus, St. Louis, MO.

Position Description:
The National Geospatial-Intelligence Agency (NGA) provides timely, relevant, and accurate Geospatial Intelligence (GEOINT) in support of National Security to the National System for Geospatial Intelligence (NSG). NGA is the lead federal agency for GEOINT and manages a global consortium of more than 400 commercial and government relationships.  NGA’s Office of Contract Services (OCS) provides NGA timely access to industrial and academic resources, assisting NGA in meeting critical mission requirements. OCS serves as NGA’s advocate for national objectives such as increasing small business, competition, and commercial product awards.

This work supports developing and implementing the agency’s procurement policy and ensuring effective and responsible contracting throughout NGA. Specifically, we are seeking personnel who have the experience, education and training appropriate to provide expert assistance in:
  • Developing and implementing NGA acquisition policies utilizing Department of Defense (DoD) contracting authority.
  • Advising NGA stakeholders to ensure effective and responsible contracting by providing cradle to grave contracting support.
  • Serving as acquisition business advisors to OCS senior leadership, contracting officers (COs)/specialists, program managers (PMs) and other stakeholders.
  • Crafting efficient and effective acquisition strategies in partnership with NGA offices.
  • Training/mentoring/coaching in Contracting and Acquisition policy.

Key Responsibilities:
The Senior Contracting Procurement Policy Analyst will provide expert advisory and analytical support for NGA’s acquisition processes, policies, and compliance. This role plays a critical part in ensuring the efficiency, compliance, and effectiveness of NGA’s procurement operations while mentoring the acquisition workforce.

Acquisition Advisory & Support
  • Advise on source selections from planning through contract award.
  • Collaborate with program offices on life cycle acquisition and contractual issues.
  • Support NGA acquisition boards, reviews, and approval processes.
  • Assist in contract negotiations, documentation, and approvals.
Policy Development & Compliance
  • Maintain and update NGA acquisition policy documents, including updates from FAR, DFARS, and DoD guidance.
  • Ensure adherence to acquisition policies by supporting contract compliance reviews, Acquisition Management Reviews (AMRs), and Procurement Management Reviews (PMRs).
  • Identify trends, deficiencies, and recommend process improvements based on review findings.
Audit & Reporting Support
  • Manage responses to financial management audits, including tracking requests, coordinating data, and developing Corrective Action Plans (CAPs).
  • Support responses to GAO, DoD Inspector General, and other audit entities.
  • Assist in preparing legislative packages and responding to Congressional requests on acquisition policy.
Knowledge Management & Tools Administration
  • Maintain NGA’s acquisition knowledge-sharing web tools on SBU networks and NGAnet.
  • Manage and enhance SharePoint-based automated acquisition tools and databases.
  • Keep acquisition resources—including clause matrices, manuals, and workflows—current and compliant.
Training & Workforce Development
  • Develop and deliver (~12–24 annually) training sessions on acquisition topics.
  • Update course materials, create new training as needed, and mentor staff on acquisition best practices.
  • Provide hands-on, practical guidance to NGA’s acquisition workforce.
Strategic Research & Process Improvement
  • Perform strategic research to recommend and implement acquisition best practices.
  • Develop white papers, briefings, and updates to inform NGA leadership of acquisition trends, including agile acquisition methods.
  • Analyze data from business systems to identify gaps, enhance processes, and present findings to senior leadership.
Operational Support & Special Projects
  • Support regular acquisition activities such as:
    • Unliquidated Obligations (ULOs)
    • Undefinitized Contract Action (UCA) reporting
    • Pre-warrant board administration
    • Clause matrix updates and task order guide maintenance
  • Drive process innovation and efficiency across acquisition processes.

Requirements:
  • Defense Acquisition Workforce Improvement Act (DAWIA) Professional Certification in Contracting preferred.
    • Certification can be substituted for demonstrated experience, education and training equivalent to a DAWIA Practitioner certification in Contracting.
  • A minimum of 10 years of experience in contracting (4 years specifically in the area of acquisition policy).
    • Broad range of contract experience throughout the Intelligence Community (IC) preferred.
  • Strong communication skills with proven capability to provide oral and written presentations.
  • Expert knowledge of DoD contracting procedures from contract pre-award through contract administration.
  • Expert knowledge of the FAR and DFARS.
  • Proven operational experience in contracting for a variety of products and services using a wide range of contracting methodologies and types.
  • Proven significant experience and expertise in all facets of the acquisition process including but not limited to sole source, competitive procurements, acquisition planning, agile acquisition policies and procedures, and contract management/administration.
    • Proven significant experience in one or more of the following:
      • Major system acquisition
      • Simplified acquisition
      • Research and Development
      • Service Contracting
      • Federal Supply Schedules
      • Information Technology acquisitions
      • Other Transactions (OTAs)
      • Grants
  • Proven ability to coach/mentor/teach and foster lessons learned and best practices with NGA stakeholders at all levels to include, but not limited to, senior, mid, junior level personnel and developmental contracting specialists.
  • Proven ability to assist with strategic-level issues, agile acquisition policies and procedures, acquisition planning, formulating negotiation strategies, analyzing cost and price data, developing negotiation objectives, and negotiating various contract types.  
  • Proficient Microsoft Office skills (specializing in Word, Excel, PowerPoint).
