Background:
Kent, Campa and Kate Incorporated (KCK) is a federal contracting company that provides professional services to Government Agencies. We are currently seeking candidates for a Senior Contract Closeout Specialist position.Position Description:
The Senior Contract Closeout Specialist will provide contract closeout support services to the National Institute of Health. This position is currently anticipated to follow a remote schedule, however, the company reserves the right to modify this arrangement at its discretion, transitioning to an in-office or hybrid work model if deemed necessary in the future. The work is located in Bethesda, MD.
Required Qualifications:
- Education Requirement: Must have a bachelor’s degree in Business, Finance, or a related discipline.
- Experience Requirement: Must have a minimum of five (5) years’ experience in government contracting, to include experience in closing out a wide range of government contracts (FFP, T&M, Cost, etc).
- Must have extensive experience, knowledge, and understanding of contract closeout processes and procedures.
- Demonstrated experience and knowledge of necessary IT communication systems
- Demonstrated ability to assess contract processes and procedures.
- Must have knowledge of PRISM and completed PRISM Contract training.
- Excellent written and verbal communications skills.
- Strong organizational skills and attention to detail.
- Exceptional time management skills.
- Proficiency with Microsoft Suite (i.e., Excel, Word, etc.).
Duties and Responsibilities (including but not limited to):
- Work with NIH staff to collect and gather materials for contracts related activities.
- Respond to vendor inquiries and coordinate contract closeout.
- Communicate with NIH Contracting Officer's Representative and NIH acquisition staff when any questions arise on specific contracts being closed out.
- Train staff in the use of PRISM Contract system and NIH specific IT programs.
- Work directly with NIH acquisition staff to ensure access to files and NIH contract specialists.
- Prepare and issue contract expiration letters to vendors.
- Request missing and final documents from vendors.
- Audit all contract files for closeout to ensure contracts are complete for proper closeout, performing desk audits of all contracts received and closed.
- Work with each of the NIH Teams to learn how contracts and contract files are structured.
- Comply with HHS Contract Closeout Guide procedures and guidelines.
- Provide documentation for work products and documents related to collecting and gathering materials for closeout related activities.
- Provide documentation for work products and documents related to maintaining all contract closeout files, update the list and location of the closed files and maintain all spread sheets in excel on the status of all expired contracts including the standard operating procedures.
- Provide status of all closeout projects; included those requested, in progress, and completed.
- Provide status of any issues or problems as well as how they are being addressed/resolved, and a timeline for resolution.
- Provide leadership, oversight and reporting of the project’s performance, good stewardship of resources, compliance of the execution of work, proper timekeeping and conduct of our personnel.
- Oversee all onsite company personnel and implement and uphold company policies and procedures.
